Constrained vehicle route planning and optimization for disaster logistics management

| dc.description.abstract | The aftermath of a disaster scenario is tackled with the help of several relief organizations. There are many different types of post-disaster relief efforts, which may be required such as food delivery, ambulances, evacuations, etc. A variety of fleets of vehicles are used for a remedy from the situation. In this paper, we propose an integrated method for disaster logistics management through vehicle route planning. The proposed method would help relief organizations to carry out their relief efforts efficiently and effectively. In this work, two disaster-specific scenarios are considered such as one is constraints on the demand of vehicles and other is heterogeneous-fleet of vehicles (different types of vehicles are involved in relief efforts at one location). An optimization technique has also been presented to tackle the case of an insufficient number of vehicles and make a modification to achieve the balance between the total cost incurred and the total demand satisfied. © 2019 IEEE. | |
